A 500+ page regulation that could change how Pennsylvania responds to communicable diseases.
Most Pennsylvanians have never heard of Regulation 10-242. That's about to change.
What is Pennsylvania proposing?
The Pennsylvania Department of Health has proposed major changes to 28 Pa. Code Chapter 27, covering communicable and noncommunicable diseases.
Some provisions update disease reporting and modernize existing regulations.
But other provisions could give state and local health authorities broader powers to investigate disease, access information and locations, impose disease-control measures — including forced quarantine, mandatory isolation, and compulsory testing — and respond to future outbreaks.
Why should you care?
One of the most important changes is proposed §27.60. The proposal would allow the Department to use "any other disease control measure" considered appropriate for the "surveillance, prevention, containment or mitigation" of disease.
What does that actually mean? What limits apply? What could happen during the next major outbreak?
Could government actions affect:
- Your workplace?
- Your child's school?
- Your business?
- Your medical privacy?
- Your ability to access certain places or services?
Those questions deserve clear answers before — not during — the next emergency.

Regulation 10-242 is not final. Pennsylvania citizens have an opportunity to submit public comments before the current deadline.
You don't need to be a lawyer. You don't need to be a public-health expert. You simply need to be a Pennsylvania citizen willing to read the proposal, understand what it says, and tell state officials what you think.
